The blue dots show the reduced probability of outpatient visits per month for different payment levels relative to a zero price. If the zero-price effect did not exist, it would be expected that there would be no reduction of outpatient visits at the zero-price point. But the measured difference is considered statistically significant which therefore confirms the zero-price effect does exist.
